Is it Constitutional to Shut Down Government?

In light of current Obamacare debates and I'm going to do further study to find out if it's constitutional to shut the government down. It hardly seems healthy -- as bad as a spouse leaving or a two-year-old child throwing a tantrum if he doesn't get his/her way.

For now, I know that controlling spending is one of the reasons to shut government down, not the other way around as it seems the Democrats don't get. And I say this because the Republicans are the ones who intend to keep government open if Obamacare is defunded, and in the end it may be the Democrats who decide to not take the ultimatum bait.

However, Obama does say, "Let's stop the threats. Let's stop the political posturing. Let's keep our government open. Let's pay our bills on time. Let's pass a budget."

Rememember how eager the president seemed to be in 2011 to spend money we don't have? 


He apparently still doesn't get it. Money just doesn't grow on a flag pole. Is even really from America? (Don't even give me started on the former birth certificate debate!)
